Mark Schapiro: Uphill Battle for Clean Water in Corn Country

“Health trumps politics,” said Iowa State Senator David Johnson before taking the stage at a raucous rally in Des Moines last winter to support strengthening the state’s water quality. In the marble rotunda of the state capitol, he rose to denounce the nitrogen and phosphates that have been flowing in ever-increasing quantities into Iowa’s public water supplies — and was cheered by the small crowd of family farmers, concerned mothers, and his new political allies, the legislature’s drastically outnumbered Democrats. Johnson had been one of the longest-serving Republicans in Iowa until he left the party to become an independent in 2016 after defying it repeatedly on one of the most divisive issues in Iowa — the integrity of the state’s water.

Iowa’s nitrogen load has been accelerating despite more than $100 million spent by the federal and state governments to rein it in. Starting in 1999, the concentration of nitrogen in the state’s major waterways has increased almost 50 percent, according to a study from the University of Iowa, published last spring in PLOS One. The battle over Iowa’s water had long been posed as one between rural and urban interests, until Johnson, whose district is one of the most thinly populated and heavily farmed in the state, came along...

More than 750, or 58 percent, of the state’s rivers and streams do not meet federal water quality standards and are designated by the Iowa Department of Natural Resources (DNR) as too contaminated for swimming or consuming fish caught there — making a state once renowned for its lattice of waterways into a mess of inaccessible creeks, streams and lakes. Another 23 percent fall into a category of being “potentially impaired,” which the state defines as, “waters in need of further investigation.” Ninety-two percent of the nitrogen and 80 percent of phosphates in the state’s waterways, says the DNR, come from farms and animal feedlots.

The maps illustrate the vast swaths of urban areas untouched by full service bus routes. For those who do live near one, it’s quite likely that the bus wouldn’t get them where they need to go, unless their destination is downtown. A bus that comes once and hour, stops at 7 pm, and doesn’t run on Sundays—a typical service level in many American cities—restricts people’s lives so much that anyone who can drive, will drive. That keeps ridership per capita low.

What happened? Over the past hundred years the clearest cause is this: Transit providers in the U.S. have continually cut basic local service in a vain effort to improve their finances. But they only succeeded in driving riders and revenue away. When the transit service that cities provide is not attractive, the demand from passengers that might “justify” its improvement will never materialize.

Jay Walljasper: A Green Neighborhood on the old Ford Plant Site

Today, all that remains of the Ford factory is an expansive tract of bare land in the middle of the middle-class Highland Park neighborhood, where a lone smokestack juts up from the old steam plant. The top layer of heavily contaminated dirt has been scraped away and piled up in mounds underneath plastic covers, waiting to be removed. Diesel shovels and other heavy equipment dot the grounds.

But the Ford site is poised for a dramatic rebirth: Over the next 20 years, these 122 acres overlooking the Mississippi River are slated to grow into a dense mixed-use neighborhood designed to be a showpiece of energy efficiency, smart design, ecological stormwater management, and enlightened economic development. Last fall, the St. Paul City Council approved the Ford site master plan, developed by the city’s planning department after an intensive 11-year process. The plan maps out the vision for a transit-accessible community for up to 7,200 residents, an eco-village within the city that boasts a grid of bike- and pedestrian-friendly streets, abundant green space, and jobs for 1,500 workers—almost as many as the old Ford plant had at its height. Twenty percent of the development’s housing will be priced for lower-income residents.

It is a reasonable plan. One hopes that the car-free elements are expanded as development progresses.

From the hypothesis-to-outcome structure of scientific investigations, through to the hyper-structured and inflexible departments of government ,  we have designed systems of silos that don’t connect to the bigger picture. These isolated systems create very linear perspectives of problems and limited approaches to solving them.

Here’s the thing: Problems never exist in isolation; they are always surrounded by other problems.

As renowned environmental scientist Donella Meadows put it: “Let’s face it. The universe is messy. It is nonlinear, turbulent, and dynamic. It spends its time in transient behavior on its way to somewhere else, not in mathematically neat equilibria. It self-organizes and evolves. It creates diversity and uniformity. That’s what makes the world interesting, that’s what makes it beautiful, and that’s what makes it work.”

If we really want to start to address the highly complex, often chaotic and incredibly urgent social and environmental issues at play in the world around us, we must overcome the reductionist perspective and build thinking and doing systems that work for all.

Ron Meador: Lawsuits on Minnesota Mining Leases

Ask yourself: Would it be OK to revoke a mining company’s rights in the same way that these leases were restored?

Two more lawsuits were filed this week against the Trump administration’s about-face on Twin Metals Minnesota’s mineral leases at the edge of the Boundary Waters, bringing the total to three.

The documents bring some clarity and concision to the tangled procedural history of the leases’ renewals, cancellation and re-granting. And on mining’s threat to area businesses centered on paddling and quiet recreation, they present some compelling illustrations of potential job losses. But perhaps their main value will be the focus they bring to this question: Has ours become a government of whim, or do the law, the rules and settled procedures still matter?

For several years now, ever since Twin Metals’ challengers began to gain traction in Washington for their objections to industrializing the edge of a prime American wilderness, the company has asserted that its leases along the South Kawishiwi River carry an automatic right of renewal. Given that TMM’s renewal applications have undergone repeated review for potential impacts on the Superior National Forest and on waters downstream, that’s an odd position — at least, it’s odd if you make the common-sense assumption that the fact of review carries the possibility of rejection.

Scientists and anyone who lives within a hundred miles of the winding Mississippi River will tell you—have told you, repeatedly, for 150 years—that efforts to tame the river have only made it more feral. But scientists would like more than intuition, more than a history of 18th-century river level gauges and discharge stations, more than written and folkloric memory. They would like proof...

So climate change causes floods, right? Hah! Too easy. Muñoz’s group ran a statistical model, based on the climate over the entire period of time they now had flood records for, estimating how much more worse flooding should have gotten based on climate change alone. “It comes up with a little bit of an increase, like a 5 percent increase in how big the biggest floods should be,” Muñoz says. “But not all the increase.”

Overall flood risk has gone up 20 percent, the team says. But 75 percent of that risk comes from human engineering of the Mississippi for navigation and flood control.

Nathan Rott: Decline of Hunting Threatens Conservation

A new survey by the U.S. Fish and Wildlife Service shows that today, only about 5 percent of Americans, 16 years old and older, actually hunt. That’s half of what it was 50 years ago and the decline is expected to accelerate over the next decade. Meanwhile other wildlife-centered activities, like birdwatching, hiking and photography, are rapidly growing, as American society and attitudes towards wildlife change. The shift is being welcomed by some who morally oppose the sport, but it’s also leading to a crisis.

State wildlife agencies and the country’s wildlife conservation system are heavily dependent on sportsmen for funding. Money generated from license fees and excise taxes on guns, ammunition and angling equipment provide about 60 percent of the funding for state wildlife agencies, which manage most of the wildlife in the U.S.

This user-play, user-pay funding system for wildlife conservation has been lauded and emulated around the world. It has been incredibly successful at restoring the populations of North American game animals, some of which were once hunted nearly to extinction. But with the slide in hunting participation expected to speed up in the next 10 years, widening funding shortfalls that already exist, there’s a growing sense of urgency in the wildlife conservation community to broaden that funding base.

Kodiak Island Borough is a remote community of around 14,000 people that spreads down the coast of the Alaska Peninsula and across 16 islands. It sits downwind from a cluster of active volcanoes, and its six villages are accessible only by boat or plane. It is home to 3,500 oversized bears.

It is also one of the safest places to live in the United States—at least when it comes to climate change. A recent survey of America’s 3,135 counties concluded that this inhospitable stretch of land is the most climate-resilient place in the entire nation...

The results shed light on the vast inequalities in how different parts of the U.S. will deal with such hazards. While places like Kodiak Island are expected to fare well, residents of areas like Appalachia, the southeast, and western Texas are on course to suffer far worse than the average American.

Laurel Wamsley: Free Transit Considered for Germans

Germany is considering free public transit in its cities in order to curb car use, as it hurries to meet the European Union’s requirements for air quality. That proposal is put forth in a letter to from the German government to the EU’s Environment Commissioner. The free transit plan is part of a range of measures suggested in the letter, including low emission zones, incentives for electric cars, and technically retrofitting existing vehicles, Reuters reports.

”We are considering public transport free of charge in order to reduce the number of private cars,” the letter says, according to Agence France Presse. “Effectively fighting air pollution without any further unnecessary delays is of the highest priority for Germany.”

Jacques Leslie: Self-Driving Cars - Utopia or Dystopia?

Automated cars, often referred to as “autonomous vehicles” (AVs) — whose passengers determine their routes without having to drive them — are being widely developed and tested, and probably will be used commercially in controlled settings within a few years. Lyft, Uber, and others have introduced ride-sharing, in which customers agree to travel with strangers in return for reduced fares. Put all three concepts together in one vehicle, posit that within a few decades this shared EV-AV technology will take over the nation’s automobile fleet, and the outcome seems environmentally irresistible, verging on fantastical.

But it’s equally plausible that the vision may turn out to be a mirage. Automated vehicles may eventually be widely adopted, but if the fleet is not electrified using renewable energy, or car sharing fails to take off, greenhouse gas emissions and air pollution could actually increase. A study last year by University of California, Davis researchers projected that if vehicles are automated but not electrified or shared, greenhouse gas emissions from the transportation sector would go up 50 percent by 2050 compared to business as usual. But if shared, electrified, automated vehicles flourish, greenhouse gas emissions could plunge by 80 percent, the study concluded⁠.

Ever noticed how the bricks on newer British buildings are bigger, or stopped to appreciate hand-stenciled wallpaper, or enjoyed a sip from a fancy hollow-stemmed glass? If so, you may well be admiring a product of regulation and taxes as much aesthetic tastes. From basic materials to entire architectural styles, building codes and taxation strategies have had huge historical impacts on the built world as we know it...

Dutch canal houses are another classic example of how rules and regulations can shape structures. Taxed on their canal frontage rather than height or depth, these buildings grew in tall and thin. In turn, this typology evolved narrower staircases, necessitating exterior hoist systems to move furniture and goods into and out of upper floors.

In 1951, when Bernd was 11, his family wrangled passage to the U.S. and landed in western Maine. They planned to grow pota­toes. Instead they were taken in for a summer by a kind family, the Adamses, whose ramshackle farm was a mess, a melange of dogs and cows and chickens and broken tractor equipment. To Bernd, the place was paradise, as he writes in his 2007 memoir, The Snoring Bird, recalling the adventures he shared with the two eldest Adams kids, Jimmy and Billy. The boys built a raft out of barn wood and spent countless hours watching baby catfish and white-bellied dragonflies. The Adamses taught Bernd English. He killed a hummingbird with his slingshot. He ran around barefoot and shirtless.

Bernd Heinrich is now 77 years old and the author of 21 books. The vaunted biologist E. O. Wilson speaks of him as an equal, calling him “one of the most original and productive people I know” and “one of the best natural-history writers we have.” Runners also revere him, for his speed and for his 2002 book, Why We Run. “He was the first person of scientific stature to say that ultramarathoning is a natural pursuit for humans,” says Christopher McDougall, author of the 2009 bestseller Born to Run. “He did the research himself, in 100-plus-mile races.”

Amy Crawford: Need to Rethink Alien Species

In the 19th century, European and American landscape architects expressed a patriotic pride that was sometimes tinged with nativist suspicion of “foreign” plants. In the 1930s, the Nazis took this concept to the extreme with a campaign to “cleanse the German landscape of unharmonious foreign substance.” One target was an unassuming Eurasian flower, Impatiens parviflora, which a 1942 report condemned as a “Mongolian invader,” declaring, “[A]n essential element of this culture, namely the beauty of our home forest, is at stake.”

Today’s critics of invasive species rhetoric are quick to clarify that they aren’t calling their colleagues racist. But Macalester College ecologist Mark Davis, for one, questions whether our modern campaign against non-native species has gone too far.

Davis is perhaps the field’s most notorious heretic, lead author of a widely-read 2011 essay in the journal Nature, co-signed by 18 other ecologists, that argued for judging non-native species based on environmental impact rather than origin. He believes that invasion ecology has been led astray by its central metaphor: the idea that non-native species are invading native ecosystems, and that we are at war with them. “Militaristic language is just so unscientific and emotional,” says Davis. “It’s an effective way to bring in support, but it’s not a scientific way.”

Pando is a colony of quaking aspen that spans 106 acres (43 hectares) of south-central Utah. Because of an explosion of deer in the area, new sprouts from Pando are eaten before they have a chance to mature, and the venerable organism is at risk of dying out altogether. “The system is not replacing itself; it’s highly out of balance,” said Paul Rogers, an ecologist at Utah State University and the director of the Western Aspen Alliance.

Eliminating or reducing common predators has consequences. 

Reid Forgrave: Mining vs. Wilderness

Today Ely is home to a few thousand people, a place of long, hard winters that is, in the words of one resident, “not on the road to anywhere — we’re literally the end of the road.” People do not end up here by accident. For most of the town’s history, the main reason they came was to make a living off the rocks. The ore supported abundant mining jobs for generations.

For almost as long, however, people have been coming to this area for another reason, too: to visit America’s most popular national wilderness area, the Boundary Waters Canoe Area, which encompasses roughly a million protected acres and thousands of lakes and welcomes 150,000 visitors annually. The “Land of 10,000 Lakes” is actually a land of 11,842 lakes, and that figure counts only those bigger than 10 acres. They are a legacy of the glaciers that retreated from the region about 10,000 years ago. As a result, the state has a significant fraction of the world’s supply of surface-available fresh water; 6 percent of Minnesota’s surface area is water, more than any other state.

Geological coincidence makes Ely — one three-square-mile town in the northernmost reaches of the continental United States — a focus of a national debate about the proper use of public lands. The place also distills the political fault lines in today’s America, pitting an angry working class against progressive activists. Just southeast of Ely, an international mining conglomerate has invested hundreds of millions of dollars during the past decade toward potential copper-nickel mines a few miles outside the Boundary Waters. The company — Twin Metals Minnesota, a subsidiary of the Chilean mining giant Antofagasta — has drilled 1.6 million feet of core samples out of 496 holes to explore the deposit from which it soon hopes to process 20,000 tons of mineralized ore a day. The company believes the area’s valuable metals — copper, nickel, platinum, palladium, gold and silver — can be extracted in an environmentally responsible way and can provide hundreds of jobs to the job-starved economy of Minnesota’s Arrowhead Region, along the northwestern coast of Lake Superior.

Is it a question of what is more important? Is the answer to this question dependent on the time horizon? Where are the best places to get our metals that each of us use? These types of questions we wrestle with as a community, and of course there are no easy answers. For us that value wilderness and lakes, we want to protect the quality of these valuable places and the risks associated with the mining are not worth it. For miners and would-be-miners, they wish to provide a means to support their family and enjoy the woods and lakes for recreation. They too do not do not want to destroy the quality of the lakes and wilderness. For the company, they wish to produce profits for the benefit of the CEO, other corporate cadgers, and shareholders. They don't wish to jeopardize those profits; however, the quality of the lakes and wilderness that remains after the extraction of precious metals is not important. 

David Peterson: Lake Water Level Appeal

The state of Minnesota will appeal a landmark ruling on the excessive pumping of groundwater around White Bear Lake, saying it is “not supported by scientific evidence” and would “immediately halt important development” within five miles of the lake.

In a written statement Tuesday underlining the ruling’s potential to reach all across Minnesota, DNR Commissioner Tom Landwehr said: “The DNR is strongly committed to protecting Minnesota’s many precious water resources, including White Bear Lake and its surrounding aquifers. We take that responsibility very seriously. But responsible, effective water management must be supported by sound science.”

Katie Crosby Lehmann, lead attorney in a team of lawyers that worked the case over several years’ time, said in a statement late Tuesday: “We stand by the detailed scientific evidence from the monthlong trial. As demonstrated by the [judge’s 140-page] opinion, the DNR has known of the problems caused by its permitting actions since issuing its own 1998 study and has concluded that the water use in the north and east metro area is not sustainable.”

New Yorkers now use a transit system in a state of emergency. The past few months have laid bare the enormity of the problems currently facing the century-old subways, from aging infrastructure to a lack of federal dollars available to help make things better.

Much has also been said about how the world’s largest public transportation system has gotten so bad—the lack of funding, of course, but also Gov. Andrew Cuomo’s penchant for prioritizing flashy projects over system maintenance, along with years of mismanagement within the MTA, an agency that’s admitted to misspent funding that doesn’t go toward maintenance.

But start looking at the decline of, and disinvestment in, New York’s rail lines—from the subway to commuter rails like the Long Island Rail Road—and you’ll find that those problems go back much, much further. And, perhaps unsurprisingly, they seem to lead to one man in particular: Robert Moses.

During these years, Patterson nurtured a passion for science ... Luckily for the world, the child who’d freely roamed the Iowa woods remained equally content to blaze his own path as an adult. Patterson would save our oceans, our air, and our minds from the brink of what is arguably the largest mass poisoning in human history.

Natalie Sopinka: Fish Habitat Loss in Canada

Favaro and Olszynski quantified a net loss of over 2 million m2 of fish habitat. This loss of habitat was calculated assuming perfect compliance of habitat compensation requirements. The net loss of habitat jumped to almost 4 million m2 when only 80% of required habitat compensation occurred.

An overall loss of fish habitat suggests effectiveness of policies should have been enhanced not reduced; the former Act did not go beyond conservation goals (e.g., no net loss of habitat) as the goals were not even being met. If the HADD regime as previously set out in the Fisheries Act was not adequately protecting habitat why change what the law says? Why change the rigor of how projects causing harm are reviewed? Favaro and Olszynski contended the language of the former Act (i.e., inclusion of HADD) should be reinstated and that future amendments be informed by data accessible to all stakeholders. The authors obtained data for the study through the Access to Information Act and recommended a public registry of DFO authorizations be created. Favaro and Olszynski published their findings earlier this year in the Canadian Journal of Fisheries and Aquatic Sciences (CJFAS) and submitted them to FOPO.
