Internet Bill of Rights

It may be appropriate to consider another amendment to the U.S. Constitution.

The proposal: 

AMENDMENT XXVIII

The right of the people to be free from tracking, monitoring, and eavesdropping of personal communication while conducting peaceful matters on the internet shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the data to be searched, and the persons or things to be seized.

Simple is better.
